No disbursement shall be made to benefit himself or any particular person or class
No authorized officer shall make any disbursement to spend government money or give government goods to benefit himself or any particular person or class. However, this rule shall not be deemed to interfere with the right to receive or give according to the prevailing law or the right to receive according to the court's decision.
